Confined Space Rescue

You respond with 2 engine companies and one ladder company to a rescue from a confined space. Information from Fire Dispatch indicates that a worker has fallen ill while working in a below grade storage vault at a water treatment plant.

As the first arriving fire officer, what are your initial actions?

  • Establish, name and locate the Command Post
  • Establish a designated Staging area for incoming and requested units
  • Meet and interview individuals on the scene to gather information
  • Obtain the confined space Job entry permit
  • Obtain MSDS for facility
  • Obtain information regarding the number of victims
  • Obtain information regarding their location
  • Obtain information regarding their age, sex, and general health
  • Obtain information regarding what they were doing in the space
  • Obtain information about what protective clothing they were wearing
  • Obtain information regarding any lock-out, tag-out program in place.
  • Determine the number of potential entry points
  • Identify any potential or known hazards through air monitoring, utility control, fluid/product control, etc.
  • Determine if the situation is a potential rescue or a body recovery
  • Develop a plan for rescue or recovery
  • Request a 2nd. alarm assignment for support operations
  • Request and assign a Safety officer
  • Request EMS
  • Request and assign a Rehab officer
  • Request a Rescue company
  • Request a Hazardous Material for possible victim decon
  • Ensure appropriate equipment is deployed, ie. Lighting, ventilation, rescue harness and removal equipment, etc…
  • Request an Air Cascade Unit
  • Request a Rapid Intervention Company
  • Request and assign a Accountability Officer
  • Request and assign a Rehab Officer
  • Establish an exclusion zone and remove all non-essential personnel
  • Assign a Rescue Group to remove the victim(s)
  • Assign a medical group to establish treatment for the victim(s)
  • Assign an Air Manager
  • Establish an Operational Zone for primary and back up entry operations
  • Establish an Equipment pool
  • Begin, support and monitor the operation………………….
  • Rehab Members as necessary
